院宣を受けて帰国した。四月、関東の兵を召集して為朝の大島の屋敷を攻めた。為朝は矢を放って船を射破り、人を多く殺した後、自害した。年三十三歳であった。六月、忠雅は太政大臣を辞任した。
十月、重盛の次男資盛が鷹狩りの帰路に、摂政基房の参内に行き会ったが、下馬しなかったため無礼であった。殿下の供奉の者たちが怒って駆け寄り、資盛を馬から引きずり降ろした。清盛は大いに腹を立て、武士たちに命じて、後日基房の参内する道筋を遮り、その車を打ち破り、随身等の髻を切った。これが平家悪逆の始まりである。重盛は驚き恐れて、資盛を伊勢国へ遣わし、しばらく謹慎させた。
十二月、基房は太政大臣に任じられた。平宗盛は中納言に任じられた。
承安元年正月三日、主上が元服された。御年十一歳。同月十二日、法皇への朝覲の行幸があった。清盛の娘徳子は十五歳で、入内して女御となった。

He received the imperial edict and returned to his province. In the fourth month, he assembled troops from the Kantō region and attacked Tametomo's residence on Ōshima Island. Tametomo shot arrows to destroy ships and killed many people, then committed suicide. He was thirty-three years old. In the sixth month, Tadamasa resigned from the position of Chancellor.
In the tenth month, Sukemori, the second son of Shigemori, was returning from falconry when he encountered Regent Motofusa proceeding to the palace, but failed to dismount, which was deemed disrespectful. The regent's attendants became angry, rushed over, and pulled Sukemori down from his horse. Kiyomori became greatly enraged and ordered his warriors to later block Motofusa's path to the palace, smash his carriage, and cut off the topknots of his escorts. This was the beginning of the Taira family's evil deeds. Shigemori was shocked and fearful, and sent Sukemori to Ise Province to remain in confinement for a while.
In the twelfth month, Motofusa was appointed Chancellor. Taira no Munemori was appointed Middle Counselor.
In the first year of Jōan (1171), on the third day of the first month, His Majesty came of age. He was eleven years old. On the twelfth day of the same month, there was an imperial visit for audience with the Cloistered Emperor. Kiyomori's daughter Tokuko, aged fifteen, entered the palace and became an imperial consort.
