叡山から公家へ申し出て、師高を流罪にし、師経を禁獄にせよと申し立てた。しかしながら、西光は法皇の御意に適うため、山門の訴訟は聞き入れられなかった。
治承元年正月、内大臣師長は左大将を辞任した。大納言平重盛が左大将に移り、中納言平宗盛が右大将に任じられた。この頃、徳大寺大納言藤原実定と花山院中納言藤原兼雅は、共に清華家の出身であるため、大将職を望んでいた。また院の別当である新大納言藤原成親も、自分の権威を頼みとして、しきりに大将職を望んでいたけれども、叶わなかった。清盛の計略によって、重盛・宗盛兄弟が左右大将に並んだのである。成親の妹は重盛の妻である。重盛の嫡男維盛は成親の娘婿である。重い縁のよしみがあるとはいえ、成親は平家の奢りを憎んで、常に法皇に申し上げて、西光らの党類と共に平家を滅ぼそうと

In the first year of Jishō, first month, Inner Minister Moronaga resigned from the position of Left General. Major Counselor Taira no Shigemori was transferred to Left General, and Middle Counselor Taira no Munemori was appointed Right General. Around this time, Tokudaiji Major Counselor Fujiwara no Sanesada and Kazanin Middle Counselor Fujiwara no Kanemasa both desired the general positions because of their distinguished Seiga family lineage. Also, the new Major Counselor Fujiwara no Narichika, who served as superintendent (bettō) of the Cloistered Emperor's office, relied on his own authority and persistently sought a general position, but his wish was not granted. Through Kiyomori's machinations, the brothers Shigemori and Munemori were placed side by side as Left and Right Generals. Narichika's younger sister was Shigemori's wife. Shigemori's eldest son Koremori was Narichika's son-in-law.
