下、月卿雲客四十三人の官爵を削って蟄居させた。故関白基実の子基通は、清盛の婿である。この時まだ二位中将であったのを直ちに内大臣に任じ、関白とし、左大臣経宗、右大臣兼実の上に位置させた。基通は時に二十歳であった。法皇の御所法住寺殿をも取り囲み、宗盛に命じて、法皇を鳥羽の離宮へ押し込め申し上げ、宗盛を京に留めて、清盛は福原へ帰った。清盛の悪行は、とても語り尽くせないといっても、重盛存命中は、制せられて堪忍していたが、今は諫める者がないため、このようになった。
四年二月、天皇は位を滑り降りて、東宮に譲った。閑院殿に【注】遷居した。太上天皇の尊号を奉った。年号は嘉応二年、承安四年、安元二年、治承四年、在位合わせて十二年。

below, stripped forty-three court nobles (gekkyō unkaku) of their ranks and titles and placed them under house arrest. Motomichi, son of the late Chancellor Motosane, was Kiyomori's son-in-law. Though he was at this time still Middle Captain of the Second Rank, he was immediately appointed Inner Minister and made Chancellor, placing him above Left Minister Tsunemune and Right Minister Kanezane. Motomichi was twenty years old at this time. They even surrounded the Cloistered Emperor's palace, Hōjūji-dono, and Kiyomori ordered Munemori to confine the Cloistered Emperor in the detached palace at Toba. Leaving Munemori in the capital, Kiyomori returned to Fukuhara. Kiyomori's evil deeds cannot be fully recounted, but while Shigemori was alive, he was restrained and endured patiently. Now that there was no one to admonish him, things became as they were.
In the second month of the fourth year, the Emperor abdicated and ceded the throne to the Crown Prince. He moved to Kan'in-dono [Note]. He received the honorary title of Retired Emperor. The era names were Kaō 2 years, Jōan 4 years, Angen 2 years, and Jishō 4 years, for a total reign of twelve years.
