家がすでに都を落ちたと聞いて、鎌倉へ帰り、北条時政をして上洛させ、都を守らせ、平氏の余党を尋ね求めさせた。惟盛の子六代は平氏の嫡流であったけれども、文覚の詫び言によって赦免された。頼朝はまた土肥実平等を西海へ遣わして守らせた。頼朝は時政を以て奏聞して、諸国の総追捕使となることを請うた。法皇は許容された。これより頼朝は諸国に守護を置き、荘園に地頭を置いて、六十余州、皆武家の支配下に従うようになり、朝廷は日々に衰えた。十二月、頼朝の執奏によって、右大臣藤原兼実が内覧の宣旨を蒙った。
