煙が少なかったので、百姓が貧しいことを悟って、年貢以外の課役を免除した。御衣が破れても、新しく調えず、御殿が崩れて雨風が漏れても修理することはなかった。御膳も減らされた。
このようにして三年を経て、また高い建物に登って御覧になると、竈の煙が非常に盛んに立つのを見て、百姓が豊かになったことを知って大いに喜ばれた。五穀も豊かであったので、百姓等は内裏を修理したいと望んだ。（天皇は）同意されなかった。また三年を経て、初めて内裏を造営されると、百姓は老いた者も若い者も、皆力を尽くして、それほど時間もかからずに完成させた。この天皇を聖人であると褒め称え申し上げるということである。

Since the smoke was scarce, he realized that the people were impoverished and exempted them from corvée labor beyond the regular rice tax. Even when his imperial robes became torn, he did not have them replaced or mended; even when the palace crumbled and rain and wind leaked through, he did not have it repaired. He also reduced his imperial meals.
After three years had passed in this manner, when he again climbed a tall building and looked out, he saw that smoke from cooking fires was rising very abundantly, and knowing that the people had become prosperous, he rejoiced greatly. Since the five grains were also abundant, the people wished to repair the imperial palace. He did not consent to this. After another three years had passed, when he finally had the palace constructed, the people, both old and young, all devoted their efforts, and it was completed in no time at all. This is why this emperor is praised and honored as a sage.
On one occasion, Goryeo (Korea) presented iron shields and iron targets as tribute. The emperor summoned their envoy to the palace and commanded Tatehito no Sukune to shoot through these iron targets. The envoy, witnessing this, was greatly awed. From the kingdom of Baekje came a person called Sake no Kimi
