The prince-monk not only managed monastic affairs entirely on his own, but also participated in court government. In the seventh month, Hōjō Tsunetoki was appointed as Governor of Musashi Province. In the tenth month, Saionji lay priest and Grand Minister Kintsune made a pilgrimage to Kumano. His second son Major Counselor Saneo, his eldest grandson Major Counselor Kinsuke, and other court nobles including Major Counselor Tameie, numbering several persons, along with about thirty courtiers of palace rank, accompanied him as attendants. This was almost equivalent to an imperial progress. In the eleventh month, memorial services were held for the thirteenth anniversary of Emperor Tsuchimikado's death. On the first day of the twelfth month, there was an imperial visit to Iwashimizu Hachiman Shrine. Regent Yoshizane, Left General Fujiwara no Tadaie (grandson of Dōke, son of Norizane), and Right General Fujiwara no Sanemoto (son of Tokudaiji Kimitsugu) accompanied the Emperor on horseback.
