正和五年（1316年）正月、前内大臣・源具守が薨去した。七月、北条高時が初めて将軍守邦の執権となって評定の座に出た。時に十四歳。北条基時は執権を辞した。後に剃髪して信忍と称し、普恩寺と号した。八月、冬平が関白を辞した。二条の左大臣・道平が関白となり、左大臣を辞した。十月、近衛の右大臣・経平が左大臣に転じ、洞院の内大臣・実泰が右大臣に任じられ、今出川の大納言・公顕が内大臣に任じられた。
文保元年（1317年）三月、高時は十五歳にして相模守に任じられた。生まれつき執権の器量に相応しくないと言われたが、泰時以来の定めをもって、秋田城介・時顕と長崎円喜がこれを取り立てようとした。六月、洞院の実泰が右大臣を辞した。今出川の内大臣・公顕が右大臣に任じられた。

In the first month of the fifth year of Shōwa [1316], the former Naidaijin Minamoto no Tokomori passed away. In the seventh month, Hōjō Takatoki appeared for the first time at the deliberative council (hyōjō) as the Shikken of Shogun Morикuni, being then fourteen years of age. Hōjō Mototoki resigned as Shikken. He later shaved his head, took the religious name Shinnin, and adopted the temple name Fuonji. In the eighth month, Fuyuhira resigned as Kanpaku. Nijō Minister of the Left Michihira became Kanpaku and resigned as Minister of the Left. In the tenth month, Konoe Minister of the Right Tsunehira was transferred to Minister of the Left; Tōin Naidaijin Saneyasu was appointed Minister of the Right; and Imadegawa Dainagon Kinkiyo was appointed Naidaijin.
In the third month of the first year of Bunpō [1317], Takatoki, at the age of fifteen, was appointed Governor of Sagami. Although it was said that he was by nature not suited to the role of Shikken, following the precedents established since [Hōjō] Yasutoki's time, Akita Jōnosuke Tokiaki and Nagasaki Enki sought to establish him in the position. In the sixth month, Tōin Saneyasu resigned as Minister of the Right. Imadegawa Naidaijin Kinakira was appointed Minister of the Right.
