その折、洛中が騒動となった。これにより、南都へ出陣していた軍勢を召し返すこととなったが、義将ならびに土岐の軍勢は途中で撤退してしまった。義将は江州（近江）より帰洛した。土岐大膳大夫については、謀反の噂があったため、義満は御教書を諸国へ送り、土岐を誅するよう命じた。三月、義満は鎌倉の謀反の企てを聞き、自筆の書状を上杉憲春に与えて、都と鄙（地方）の静謐を維持するよう伝えた。憲春が（氏満を）教え諭したが、氏満が邪謀をやめなかったため、憲春は自害した。氏満は驚き後悔し、謀反の心はようやく解けた。（幕府は）憲春の弟・安房守憲方を用いて、政事を司らせた。憲方は初めて鎌倉の山ノ内に居を構えた。同月、土岐大膳大夫は赦免されて、使者を京へ送った。しかし佐々木大膳大夫が道を塞いで（使者を）通さなかった。義満はこれを聞き、土岐をますます許す一方、佐々木を誅伐しようとした。四月、土岐・佐々木はともに赦免されて、

At that time, the capital (Kyoto) fell into turmoil. Because of this, the forces that had been dispatched to Nanto (Nara) were recalled. However, Yoshimasa and the Toki forces retreated and dispersed along the way. Yoshimasa returned to Kyoto from Ōmi Province (Gōshū). As rumors of a conspiracy surrounded Toki Daizen no Daibu, Yoshimitsu dispatched official missives (mikyōsho) to the various provinces, ordering them to punish the Toki clan.
In the third month, upon hearing of the conspiracy in Kamakura, Yoshimitsu sent a personally written letter to Uesugi Noriharu, directing him to maintain peace throughout both the capital and the provinces. Though Noriharu admonished Ujimitsu, Ujimitsu would not abandon his treacherous plot. Consequently, Noriharu took his own life. Ujimitsu, shocked and remorseful, finally abandoned his rebellious intentions. Noriharu's younger brother, Awa no Kami Norikata, was appointed to oversee government affairs. It was at this time that Norikata first took up residence at Yamanouchi in Kamakura.
In the same month, Toki Daizen no Daibu was pardoned and sent an envoy to Kyoto. However, Sasaki Daizen no Daibu blocked the road and refused to let the envoy pass. Upon hearing this, Yoshimitsu became all the more forgiving toward the Toki clan, while resolving to punish the Sasaki clan.
