This was a stratagem: should Yoshimasa and Yoshimi side with Sōzen, Katsumoto intended to keep the Emperor and Retired Emperor on his own side and wage war from that position. In the ninth month, Yoshimi secretly left the capital and departed for Ise Province, taking up residence at the mansion of the Provincial Governor, Middle Counselor Kitabatake-no-Noritomo of Minamoto lineage. In the same month, Yoshimasa resigned as Minister of the Left. In the first month of the second year [of Ōnin, 1468], Nijō Masatsugu was appointed Minister of the Left. Kujō Dainagon [Great Counselor] Masamoto was appointed Minister of the Right. From the first month through the third month, Katsumoto and Sōzen continued to battle within the capital, while their various partisans also fought one another across the provinces. In the fourth month, Katsumoto sent an envoy to summon Yoshimi [back to the capital]. In the tenth month, Yoshimi arrived in the capital. At this time, rumors circulated that Katsumoto was scheming to install Yoshimi as Shōgun, and Katsumoto, hearing that Yoshimasa harbored suspicions about this, had Yoshimi go up to Mount Hiei [Enryakuji] in order to dispel those suspicions. However, Sōzen sent men to bring Yoshimi into his own camp and made him his lord. From this point on, Yoshimasa [regarded Katsumoto with suspicion...]
