十一年（文明十一年・1479）正月、義尚は従二位に叙された。二月、九条政基が関白を辞した。近衛右府政家が関白となった。三月、鷹司政平が左大臣を辞した。政家が左大臣となった。三条内府公敦が右大臣となった。大炊御門大納言信量が内大臣となった。十一月、義尚は十五歳となり、判始・評定始を行った。これより義政に代わって政務を執り行った。義政は東山の東求堂に閑居し、古器・古画を愛でて茶器を集め、月日を過ごした。東山殿と号した。銀閣を造り、北山の金閣に准えた。
十二年（文明十二年・1480）三月、三条公敦が右大臣を辞した。今出川前内府教季が右大臣に任じられた。義尚は大納言に任じられた。七月、義尚の所望により、一条大閤兼良が『樵談治要』を撰した。

In the eleventh year [of Bunmei, 1479], in the first month, Yoshihisa was appointed to the Junior Second Rank. In the second month, Kujō Masamoto resigned as Regent [Kanpaku]. Konoe Udaijin [Right Minister] Masaie became Regent. In the third month, Takatsukasa Masahira resigned as Minister of the Left [Sadaijin]. Masaie became Minister of the Left. Sanjō Naidaijin [Minister of the Center] Kimitaka became Minister of the Right [Udaijin]. Ōinokami Dainagon [Great Counselor] Nobukazu became Minister of the Center [Naidaijin]. In the eleventh month, Yoshihisa, now fifteen years of age, performed the Hajime no Han [inaugural document-signing ceremony] and the Hajime no Hyōjō [inaugural deliberative assembly]. From this time, he conducted governmental affairs in place of Yoshimasa. Yoshimasa retired to the Tōgūdō on the Eastern Hills [Higashiyama], where he amused himself with antique vessels and old paintings, collected tea utensils, and passed his days in leisure. He took the title "Higashiyama-dono" [Lord of the Eastern Hills]. He constructed the Silver Pavilion [Ginkaku], modeled after the Golden Pavilion [Kinkaku] of Kitayama.
In the twelfth year [of Bunmei, 1480], in the third month, Sanjō Kimitaka resigned as Minister of the Right. Imadegawa former Naidaijin Norisue was appointed Minister of the Right. Yoshihisa was appointed Great Counselor [Dainagon]. In the seventh month, at Yoshihisa's request, the Grand Chancellor [Daikō] Ichijō Kaneyoshi compiled the *Shōdan Chiyō* [Conversations on the Essentials of Government].
