長柄の豊崎に遷し、新たに内裏を造った。大化二年正月元日、群臣朝拝の礼を行った。初めて畿内並びに諸国に司を置き、関所並びに駅伝を定め、山川を分かち、郡の大小を限り、里々に長を据えて、民の家数・人数、年貢並びに土産の品々、武具・馬具等の事まで考え定めた。家数百ある所より、采女一人ずつ奉らせた。采女はその所より然るべき女を選んで宮仕えさせることを言う。諸国へ使者を遣わし、国司の善悪を考えて、これを賞罰した。また諸国に庫を作って武具を蓄え置いた。右大臣蘇我倉山田麻呂は勅を承って群臣に命じて諫言を献じさせた。その外、朝廷の儀式でこの時定められたことが多い。太子中大兄皇子と内臣中臣鎌足が相談されたのであろう。大化五年に、左大臣阿倍倉梯麻呂が薨じた。

The capital was moved to Toyosaki in Nagara, and a new imperial palace was constructed. On New Year's Day of Taika 2, the ceremony of court officials paying their respects was held. For the first time, governors were appointed in the capital region and various provinces, checkpoints and post stations were established, mountains and rivers were demarcated, the size of districts was determined, chiefs were appointed to villages, and matters including the number of households and people, annual tribute and local products, military equipment and horse gear were all considered and decided. From places with one hundred households, one uneme (court lady) each was to be provided. Uneme refers to selecting suitable women from those places to serve at the palace. Envoys were sent to various provinces to evaluate the good and bad conduct of provincial governors and reward or punish them accordingly. Storehouses were also built in various provinces to stockpile military equipment. Right Minister Soga no Kurayamada Maro, receiving imperial orders, commanded the court officials to present their counsel. Besides these, many court ceremonies were established at this time. This was likely discussed between Crown Prince Naka no Ōe and Inner Minister Nakatomi no Kamatari. In Taika 5, Left Minister Abe no Kurahashi Maro passed away.
