其村々ニおゐて盗賊其他召捕候儀は
庶民之疾ヲ除候儀ニ而最殊勝之事ニ付召
捕差出候節ハ先々褒美之典も可有之候
条弥勉励可致候事ニ有之候得共品ニ寄
私家ニおゐて拷問等致候儀も有之哉ニ相聞候
有間敷所業ニ候恠敷件ニハ召捕事ニ出候節
申立候得共県庁おゐて拷問可致候間向後
心得違無之候様可致候事

但召捕候節悪事之次第聞糺候義ハ不共候事
一近来盗難之訴屡有之庶民之疾共可憫
之至ニ付取締方法も可相達候得共遂ニ農
事繁忙ニも相成候間弥無油断村内申合取
締可致若シ忙敷もの見掛候ハヽ速ニ搦捕
可差出褒美之品も有之事

【右丁】
その村々において盗賊その他を逮捕することは、庶民の苦しみを除くことであり最も殊勝なことなので、逮捕して差し出す際には従来褒美の制度もあるであろうから、ますます励むべきことではあるが、品によっては私宅において拷問等を行うこともあるやに聞いている。あってはならない行為である。怪しい件については逮捕して差し出す際に申し立てるであろうが、県庁において拷問を行うであろうから、今後心得違いのないようにすること。

ただし逮捕の際に悪事の次第を聞き糺すことは差し支えないこと
一、近来盗難の訴えがしばしばあり、庶民の苦しみも憐れむべき至極のことなので、取締方法も通達すべきであるが、ついに農事繁忙の時期にもなるので、ますます油断なく村内で申し合わせて取り締まること。もし怪しい者を見かけたならば速やかに捕縛して差し出すこと。褒美の品もあること。
