医は人生死活之権ニ関ル之職ニシテ実ニ以
不容易儀ン候処僻地ニ至り候而は未タ其妙理ヲ
極ル者少ナク自然治療ノ術明ナラサルヨリ
往々非命之死ニ隔リ候者可有之事ニ而最
憫就之至ニ候松本揚土町ニ病院ヲ開キ医
員夫々備置為致治療候条簡内は勿論
望之者ハ勝手次第同所へ罷出治療ヲ受ヶ
可申此旨更ニ相達候事

【右丁】
医師は人の生死に関わる権限を持つ職業であり、実に容易ではない仕事である。ところが僻地に至っては、まだその妙理を極めた者が少なく、自然に治療の術が明らかでないため、往々にして非業の死を遂げる者があることであり、最も哀れむべきことである。松本揚土町に病院を開き、医員をそれぞれ配置して治療を行うので、管内はもちろん、希望する者は勝手次第、同所へ出向いて治療を受けることができる。この旨改めて通達する。

牛馬売買を無鑑札で生業とする者を見つけ次第、牛馬を取り上げるので、心得違いのないようにすること。この旨通達する。

However, in remote areas, there are still few who have mastered its profound principles, and since the art of treatment is naturally not clear, there are often those who meet unnatural deaths, which is most pitiable. A hospital has been opened in Matsumoto Yangdo-machi with medical staff stationed there to provide treatment. Not only those within the jurisdiction, but anyone who wishes may go there at their convenience to receive treatment. This matter is hereby communicated again.
