右之通之もの於有之者其所二
留置御料者御代官私領者
領主地頭江申出夫より江戸
おいて川路左右衛門殿方へ可申出

現代語訳

右の通りの者が居た場合は、その場所に留め置き、御料地であれば御代官へ、私領であれば領主・地頭へ申し出て、それより江戸において川路左右衛門殿方へ申し出ること。
もし見聞きすることがあれば、その旨も申し出ること。
もちろん家来またはその他の者等も入念に吟味を遂げること。隠し置いたと分かった場合は曲事（処罰対象）とする。
　子十二月
右の通り公儀より御書付が出されたので、町中へ触れ渡すこと。以上
　　十二月
右の御書付、触れ渡し申すべく候

If such a person as described above is found, detain him at that location. If in shogunal territory (goryōchi), report to the intendant (daikan); if in private domain, report to the domain lord or local administrator (jitō), and from there report to Lord Kawaji Saemon's office in Edo.

Naturally, retainers and other personnel must also conduct thorough investigations. If it is discovered that someone has concealed information, it shall be considered a punishable offense (kyokuji).
