現代語訳
烏の後について来てみると、鳥類の役所と見えて、様々な願い出がある。鶏の喧嘩は出入り双方を叱責。稲穂に雀、粟に鶉、いずれもこぼれ落ちたもの以外は一向に取ってはならない旨を申し付けられた。先だって雁や鴨にも申し付けた通り、百姓の骨を折って作ったものをただ食うだけでは済まされない。こぼれた分は大切の雑穀であるゆえ、この分はかってに食してよい。また、啄木鳥は枯れ木の他は一切禁制。桜で遊ぶ鶯に不審の尋ねがある。
鳶の縄付きを引き据え、御吟味の鳥は、そのほうらは毎々より厳しく申し付けているのに、いかがな心得であろうか。豆腐の油揚げを盗んでいる。それを食わなければならないということもあるだろうが、毎日のように自分の驕りで、その他魚売りの魚を攫う積もりであろうが、四文銭一本攫ったとが、油揚げと思って煙草入れを攫うのみならず、子象が手を引っ掻いたとが、また三百（という店）の蒲焼きを所持していたことまで一々露見したが、大胆不敵、一々の窮悪を吟味の上、蜜柑籠に入れられ、非人に下され、家々の前に晒されることとなった。

Following the crows, I arrived at what appeared to be a government office for birds, where various petitions were being heard. Roosters involved in fights were scolded on both sides of the dispute. For sparrows in rice fields and quails in millet fields, it was decreed that they must not take anything except what had fallen and scattered - nothing more should be taken. As previously instructed to geese and ducks, simply eating what farmers have labored to produce is unacceptable. However, the scattered portions are precious grains, so these may be consumed freely. Woodpeckers are strictly forbidden from anything except dead trees. There was a suspicious inquiry about bush warblers playing in cherry blossoms.
A kite was seized and bound for interrogation. The bird official said: "You have been strictly instructed repeatedly, so what is your understanding? You have been stealing tofu and fried tofu. While there may be times when you must eat such things, you do this daily out of your own greed. You also intend to snatch fish from fish sellers, and when you snatched a four-mon coin thinking it was fried tofu, you not only grabbed tobacco pouches, but also scratched a young elephant's hand, and were found in possession of grilled eel from the 'Sanbyaku' shop. All these crimes have been exposed one by one. Due to your bold audacity, after investigation of each of your evil deeds, you shall be placed in a mandarin orange basket, handed over to outcasts, and displayed in front of people's houses."
