現代語訳
馬術稽古をする者も金のなる木は持つまい。毎日残らず女郎屋の馬代に費やしてしまえば、今はせん方なく、しょせん往来の男女を構わずつかまえて乗ろうと、さぞいろいろの口向きがあって稽古になるだろうと、楽中楽外は一会して男女を見かけ次第、法尺無尽に押し倒して乗ったので、もってのほかの騒動となって、喧嘩口論が絶えることがなかった。

主人の奥方に太鼓番、一寸も逃さぬぞ。

なんだ、太鼓番（が何だ）。もっさりしている。こちらは御上のお触れ出されて武芸のうちでも戦場の駆け引きの第一たる馬術の稽古に励むのだ。黙って蹴られておけ。

さてさて、これはけしからぬ有様だな。遠くこれを望めば、柳原の二十四文の有様にもよく似ている。
【本文】
延喜帝は万機の政を菅公にお任せになり、大国を治めるのは小魚を煮るようなもの、大通の楽しみは金銭を投げ打つのがよいと、常寧殿の高殿にて望み見ておられたところ、洛中が何となく馬術稽古の町回りで騒がしかったので、このように詠まれた。
♪高き屋に登りて見れば、騒ぎ立つ民の気取りは町回りにあり。
英語訳
Those who practice horsemanship probably don't possess money trees either. Spending all their daily earnings on courtesan fees for "horse riding," they now have no choice but to grab any men and women passing by on the streets, thinking that with such variety of temperaments, it would surely provide good practice. The pleasure quarters, both inside and outside, united to push down and mount any men and women they encountered, regardless of propriety. This caused tremendous uproar, with fights and arguments never ceasing.

【Main text】
Emperor Engi entrusted all governmental affairs to Minister Sugawara, thinking that governing a great nation is like cooking small fish, and that the pleasure of the sophisticated is best found in freely spending money. While gazing from the high tower of Joneinden Palace, he noticed that the capital had become somehow noisy with horsemanship practice patrols throughout the town, so he composed this poem:
♪Climbing up to a high building and looking down, I see the people stirring up commotion with their pretentious behavior in the streets.
