...the thirty-three provinces, scales from the western thirty-three provinces, as well as those that are not in use in Iki and Tsushima and are subject to confiscation, shall be delivered to Zenshirō's office. Regarding all scales, whether new or old, the weights and measures from Zenshirō's office and other related items shall not be replaced without authorization. If there are those who conceal scales and refuse inspection, engage in improper buying and selling, or privately replace weights and measures or other related items, they shall be strictly punished.
