家ができるようになり、次第に家作も建設されるようになりました。ただし稼ぎも成り立つと存じますので、
【商売等をする方は身分も楽になると思われますが、次第に世間で諸商売をする者が多くなってきました。自然と本来の（農業の）方にも影響が出ると思われます。】何とぞこの上、諸商売帳のところは御城下へ出て来て商売をするよう御願いしたいと申し出ましたが、まったく私どもで判断できることでもありませんので、とりあえず保留にしております。何分よろしく御考慮くださり、免許にも、また御上の御用にも、御城下が賑わうようにしたく、御願い届等のことについて御指図をくださいますよう。

This will naturally affect the original (agricultural) occupations as well.】We humbly request that those engaged in various trades in the commercial ledgers come to the castle town to conduct their business, but as this is entirely beyond our authority to decide, we have set this matter aside for now. We earnestly request your favorable consideration so that, whether for licensing or for official duties, the castle town may prosper, and ask for your guidance regarding petitions and applications.

Regarding the above circumstances reported by the town representatives, we have consulted among ourselves repeatedly. As the district representatives state, the town quarters are increasingly declining, which we find deeply lamentable. We have worried greatly and attempted various measures, but as matters regarding official petitions are not simple affairs, we first wish to make informal inquiries up to your level. We submit the above document for your consideration. Though we realize you are busy with many official duties, we humbly ask that you read this carefully and, after wise deliberation on all matters, petition Genbei-sama for measures that will form the foundation for the prosperity of the town quarters.
