口上之覚
一 当 御城下町之儀は
往来之旅人稀之義ニ
御座候故御領内用弁
而已ニ而渡世仕罷在候処
近年追々衰微仕殊ニ
去ル午年一統類焼仕
此節通筋はケ成家作も
出来仕候得共引続違作
旁内証向必至江と困窮
仕都而仕入物等も手薄ニ
相成候故年内之利潤も
右ニ准年増不融通ニ
罷成候ニ付一同申合何卒
御城下繁栄仕候様種々
工夫仕候得共元来金子
不繰合ニ罷成候故不及
身力往古之町方とは格外
之相違ニ罷成一統歎敷

口上の覚え
一、当御城下町の件につきましては、往来の旅人が稀であるため、御領内の用事の処理のみで生計を立てている状況でございます。近年次第に衰微し、特に先年の午年に一帯が類焼いたしました。この度、通りに面した場所には相応の家屋も建設できましたが、引き続く凶作などにより内情は極めて困窮し、すべての仕入れ物なども資金不足となっております。そのため年内の利潤も右に準じて年々減少し、融通が利かなくなっております。つきましては一同申し合わせ、何とか御城下が繁栄するよう種々工夫いたしましたが、元来資金の調達ができない状況のため、力及ばず、往古の町方とは格段の相違となり、一同嘆かわしく思っております。

Memorandum of Oral Statement
Regarding the matter of our castle town: Since travelers passing through are rare, we make our living solely by handling business within the domain. In recent years, we have gradually declined, and particularly during the previous Year of the Horse, the entire area suffered from a devastating fire. At this time, we have managed to construct some decent buildings along the main street, but due to continued crop failures and other difficulties, our internal finances have become extremely strained, and all our purchasing of goods has become underfunded. Consequently, our annual profits have decreased year by year in accordance with this situation, making it impossible to maintain financial flexibility. Therefore, we have all consulted together and devised various measures to somehow bring prosperity to the castle town, but since we fundamentally cannot secure financing, our efforts have been insufficient. The situation has become vastly different from the town quarters of old, and we all find this lamentable.
