現代語訳
町方では間に合わず、在中の油屋へ出向いて取引をしている始末です。全て町方の者が資金繰りに困っているためとはいえ、嘆かわしいことと存じております。
一、蝋燭並びに鬢付け油等の件につきまして、先年は町方で専門に商売をする者がおりまして、在町へ卸売りをしておりましたので、一同都合もよろしかったのですが、近年は御城下にその商売をする者がおらず、名古屋並びに飯田松本より少しずつ仕入れておりますので不都合になっております。何とか町方でその商売をしたいと心がけている者もおりますが、とかく元手金に差し支えがありますので、思うようにならず嘆かわしく存じております。

町方に十軒余りもございまして、専門に商売をし、在中には稀なことでございましたところ、当時は御領内に六十軒ほどもあるそうで、中には上手に商売をする者もおります。

in the town quarters we cannot manage adequately, so we end up going to oil dealers in the rural areas to conduct business. While this is entirely due to the townspeople being short of funds, we find it a lamentable situation.
Regarding candles and hair oil, in former years there were those in the town quarters who specialized in such trade and wholesaled to country towns, so it was convenient for everyone. However, in recent years there are no such merchants in the castle town, and we procure small quantities from Nagoya, Iida, and Matsumoto, which has become inconvenient. Although there are some who wish to engage in such trade in the town quarters, they invariably face difficulties with startup capital, so things do not go as desired, which we find lamentable.
Regarding the dyer's trade as well, in former years

there were more than ten shops in the town quarters that specialized in this business, and it was rare in the rural areas. Currently, there are said to be about sixty shops throughout the domain, and among them there are those who conduct business skillfully.
