上候通在中ニ而諸商売仕候

上記の通り、在中（農村部）で諸商売をしている者は、それぞれ田地を所持しており、その上で余分に商売をしているため、凶作等にも差し支えなく、自然と丈夫に生計を立てることができています。しかし町方では田地等を所持している者は稀で、商売の余計のみで暮らしており、穀物価格の高い時節も諸事買い上げるばかりなので、随分骨折って稼いでも年末の暮れ方に引き比べると不足勝ちになってしまうため、追々町方が淋しくなっています。在中の件は元来耕作が本業でございますので、専ら農業に出精し、その余りに商売をしたい者は御城下へ出て来て商売をしていただければ、町方も多人数になり、追々家作も出来るでしょうし、共稼ぎにもなるかと存じます。何分この上

諸商売をする者は御城下へ出て来て生計を立てるよう御願いしていただきたいと申し出ましたが、これも私共の了簡では及びかねますので、何分よろしく御勘考くださいませ。とかく町方が賑わうようになれば、恐れながら御外聞もよろしかろうと存じます。
