人民の実印については諸事の証拠となる大切な品であるところ、みだりに他人に預ける者がいるため、時々詐欺事件の訴訟が起こり、はなはだ困ったことである。今後実印を預けることを固く禁止する。よって第一に心得違いをする者がいた場合は、預ける人・預かる人ともに重い処罰を受けることになる。
壬申七月 太政官
従来「香具師」と称してきた名目は今後廃止する。ただし各自の商売については自由とする。

However, since there are those who carelessly entrust them to others, fraudulent lawsuits occasionally arise, which is extremely problematic. Henceforth, entrusting personal seals to others is strictly prohibited. Therefore, should anyone violate this understanding, both the person who entrusts the seal and the person who receives it will face severe punishment.
