往々町内衰微之基ニ茂可相成哉与
町役人中迄歎願申上候理解中之処
度々難渋申立候程之廉茂不相見
遮而申立候段不宜ニ付北原正太夫

一御沙汰筋ニ付土蔵町並江出張候分
其侭差置修覆之儀者新町丁代江
相断可致自由候尤右土蔵出張候分
敷地之儀者新町往来之地面ニ付後年ニ
至り右屋敷地江都合ニ寄り致家作候
節者町並之通ニ地面引去可致家作候
但何年ニ茂土蔵ニ而差置候間者
町並之夫役等勤方是迄之通り
町並江出張候地面之分江別段相掛

一新町往来江出張候地面之分土蔵弐ヶ所
有之地自由候為趣意金五両有賀
現代語訳
そのまま放置しておいては家並みの見通しが悪く
将来的に町内衰微の原因にもなりかねないと
町役人中まで嘆願申し上げて協議していたところ、
度々困窮を申し立てるほどの事情も見受けられず
無理に申し立てることは良くないため、北原正太夫、
北沢勝兵衛、小林彦左衛門が仲裁に入って協議した
趣旨は以下の通りである。
一、お上のお沙汰により土蔵が町並みに出張している分は
そのまま放置し修理についても新町の町代に
断りを入れれば自由にして構わない。もっとも右の土蔵が出張している分の
敷地については新町の往来の地面であるため、後年に
なって右の屋敷地の都合により家を建てる
際には町並みの通りに地面を引き下げて家を建てること。
ただし何年であっても土蔵として使用している間は
町並みの夫役等の勤めについてはこれまでの通りとし、
町並みに出張している地面の分について別段負担を
かけることはしない。
一、新町往来に出張している地面の分、土蔵二ヶ所が
ある地の自由のため、趣意金五両を有賀

If we leave it as it is, the view of the house row will be poor,
and it may become the foundation for future decline of the town district.
We petitioned the town officials about this matter and were deliberating,
but since we do not observe circumstances that would warrant repeated claims of hardship,
and forcing such claims would be inappropriate, Kitahara Shōtayū,
Kitazawa Katsubei, and Kobayashi Hikozaemon intervened as mediators,
and the purport of their deliberation is as follows:
Article 1: Regarding the portion of the storehouse that extends into the town row due to official orders,
it shall be left as is, and repairs may be carried out freely
provided notice is given to the Shinmachi town representative. However, regarding the
land where the aforementioned storehouse extends, since it is public road land of Shinmachi, in future years
when constructing houses according to the convenience of the said residential plot,
the construction must be done with the land pulled back in line with the town row.
Provided that as long as it remains a storehouse for any number of years,
the performance of town row duties such as corvée labor shall continue as before,
and no additional burden shall be imposed
on the portion of land extending into the town row.
