現代語訳
延喜の聖代とて太平が続いてきたのに任せ、上下万民がことのほか贅沢で、美しい衣服を飾り、無益なものを取り入れることを嘆き思し召され、着ておられた八丈八反の竜紋の御衣、琥珀の丹後の昆布のような御指貫、柿茶どんすの石の帯までも閑夜に脱ぎ捨てになり、粗末な茶縞島の京三留の御衣にお着替えになった。
女御・更衣が御着替えを差し上げた。
さて菅丞相は雷となり、時平の殿・清原の稀世を殺してから、朝廷はさっぱり御役人が少なくなったため、観象象の一子観修斎を召し出され、政道輔佐の臣となされ、万機の政事をお預けになった。
菅公が万機の政事を取り行いになったが、これまで勤めていた公卿はいずれも時平・清原の稀世に内縁関係の事柄があり、差し障りがあって用いられず、その外で御用に立つべき人を見出すまでは、よき人といえば古人より外にはない。もっとも太平が久しく続けば、諸人は文に流れて武に疎くなるものであるから、まず最初に武を習わせて兵を強くしようと、兵法剣術では源九郎義経、弓では鎮西八郎為朝、馬術では小栗判官兼氏を召し出され、月卿雲客より地下に至るまで、指南いたし取り立てるべき旨、宣旨をお渡しになった。
「時代が近いから知っているが、ここは隠そう」

In the reign of Engi, called a sage's era, as peace had continued, all people from high to low had become extremely extravagant, adorning themselves with beautiful clothes and adopting useless things. Lamenting and contemplating this, [the Emperor] cast off even the dragon-patterned robes of eight tan of Hachijo silk, amber-colored Tango kelp-like hakama, and persimmon tea damask stone obi that he had been wearing, changing into plain tea-striped island silk Kyoto santome robes during a quiet night.
The empress and court ladies assisted with the change of clothes.
Now, Minister Sugawara became thunder and lightning, and after killing Lord Tokihira and Kiyohara no Maryo, the court was left with very few officials. Therefore, [the Emperor] summoned Kanshu-sai, the only son of Kansho-zo, made him a minister to assist in political affairs, and entrusted him with all governmental matters.
When Lord Sugawara took charge of all governmental affairs, all the court nobles who had served until then had some connection with Tokihira and Kiyohara no Maryo, creating obstacles to their employment. Until suitable people could be found elsewhere for government service, there were no good people other than the ancients. Moreover, when peace continues for a long time, people naturally flow toward literature and become estranged from military arts. Therefore, to first teach martial ways and strengthen the military, he summoned Minamoto no Kuro Yoshitsune for military strategy and swordsmanship, Chinzei Hachiro Tametomo for archery, and Oguri Hangan Kaneuji for horsemanship, issuing imperial edicts that they should provide instruction and training from court nobles down to commoners.
