現代語訳

【右丁】
自普請によって工事ができるようにすること。普請の見積もりの内容によっては議論になることもあるであろうが、右のように心得て、右の仕法を整え、水害を免れるようにすること。

一、右の趣旨について、幕府領では代官、私領では領主・地頭より申し渡すこと。
　　九月

一、右の通り幕府より書付が出されたので、町中へ触れ知らせること。以上

　　申十月

一、諸国の川の国役普請の件について、堤防や川除けが大破して放置されており、その場所がどうしようもない程の状況になったものは、領主・地頭の力では及び難く、類例のない場合は自普請とすべきことであるから、みだりに願い出てはならない旨を、去る辰年に申し渡した。しかしながら、とかく近来は願い出が多く、存外にも及ばない破損についても申し立てている状況で、従前に仰せ出された趣旨にも反しており、いかがなものである。追々年貢の取り立て合いを正し、多額の御入用となっているので、万石以上の分については、先ず当田の間は国役普請を及ぼし

1. Regarding national public works (kokuyaku-fushin) for rivers throughout the provinces: when embankments and river maintenance works have suffered major damage and are left abandoned, and the situation at those locations has become hopeless, such cases are beyond the capacity of domain lords and local administrators, and exceptional cases should be handled as local public works. Therefore, frivolous requests should not be made, as was proclaimed in the previous year of the Dragon (Bunka 5, 1808). However, recently there have been many such requests, and people are even reporting damage that is not particularly severe, which goes against the previously issued directives and is problematic. As annual tax collection coordination is being reformed and government expenses are high, for domains of 10,000 koku or more, national public works shall first be applied during the period of current rice fields...
