Regarding the above individuals: relief rice (yasugome) was being sold at reduced prices at the Sanbutsukata meeting hall (kaisho) for the purpose of providing relief to the populace. However, upon hearing reports of improper conduct, an inquiry (ginmi) was conducted. It was found that they had utterly failed to grasp the true intent (shui) of the relief measure and had sold rice at prices other than the officially set ticket-sale prices (fudakashi nedan). As this conduct is deemed highly outrageous and improper (furachi), disciplinary penalties (togasuji) are hereby imposed and officially declared.
