For lands under the [direct control] of the above ■ [domain/territory], [the contact is] the magistrate (daikan) or the deputy steward's office; for private domain lands, [the contact is] the domain lord. From this time forward, [this notice] is to be circulated without exception.

On this occasion, in connection with the opening of the port of Hyōgo and the establishment of commercial associations (shōsha), for the purpose of facilitating [financial] circulation (yūzū), it has been decreed that paper currency (kinсаtsu) shall be put into circulation for the time being.
