右の札を正令に引き替えの義は、商社会所・元商社■取、その外御用達共、別郷にても引き替え候はずに有之、右引き替えにつきては、歩割等一切これなく候間、不取り締まりの義これなき様、正路に取引いたすべく候事。
右の趣、御料は御代官・御預所、私領は領主より洩れなく相触れられるべく候。

…shall all be circulated freely without any impediment.
Regarding the exchange of said paper notes (kinсаtsu) for specie in accordance with the official decree: the commercial association offices (shōsha kaisho), the original commercial associations ■[取 — agents/handlers], and other designated purveyors (goyōtashi) are each responsible for conducting exchanges even in separate districts (bekkyo). With respect to such exchanges, there shall be absolutely no commission charges (buwariate) whatsoever. Accordingly, [all parties] are to conduct their transactions in an upright and proper manner, ensuring that there is no irregularity or impropriety.
The above content is to be circulated without exception by the magistrates (daikan) and deputy steward's offices for lands under official jurisdiction, and by the domain lords for private domain lands.
Eighth month
As the above has been issued as an official document by the [Shogunal] authorities (kōgi), it is to be circulated throughout the town(s). That is all.
