陰陽道職業いたし候
楽は土御門家支配たる
へき義勿論候所近年
甚乱雑に相成居場道
猥に執行候様も有之
様相聞候以来右躰之
心得違無之土御門家
ゟ免許ヲ請支配下知
皆相守可被行候右之通
寛政三亥年相触候所
近来猶又猥に執行候者
も有之哉に相聞心得違
之事に候右触面之趣
遺失無之様急度可相
心得候

現代語訳
【右丁】
陰陽道の職業を行う者は、土御門家の支配に属するべきことは言うまでもないところ、近年はなはだ乱雑な状態となり、道を猥りに執行する者も有る様に相聞こえ候。以来、右の様な心得違いのないよう、土御門家より免許を受け、支配の下知を皆相守り、行われるべく候。
右の通り、寛政三亥年に相触れ候ところ、近来なお又猥りに執行する者も有る哉に相聞こえ、心得違いのことに候。右触れ書きの趣、遺失なき様、急度相心得べく候。
右の趣、洩れなき様、相触れられるべく候。

It goes without saying that those who practice onmyōdō (the Way of Yin and Yang) should be under the jurisdiction of the Tsuchimikado family. However, in recent years the situation has become extremely disorderly, and it has come to our attention that there are those who conduct [these] practices improperly and without authorization. Henceforth, [practitioners] must obtain a license from the Tsuchimikado family and comply fully with their directives and supervision.
The above was already circulated in the third year of Kansei [1791], the year of the Boar; however, it has come to our attention that in recent times there are again those who conduct [these] practices improperly and without authorization, which constitutes a misunderstanding of proper conduct. The contents of said notice are to be firmly understood and adhered to, without omission or neglect.
The above is to be circulated without exception.
