五街道の宿々が連々と困窮に及んでいる折柄、近年物価が騰貴し、これまでの状態では継続が難しい旨が聞こえてきたことにつき、今般それぞれ仕法を改正した上で、右の宿々の人馬賃銭についてはこれまで追々割増を申し渡し置いたところであるが、それに加えて、当卯年十一月より元賃銭の上にも六割五分増、并びに東海道のうち今切・熱田の渡船賃は三割五分増、その余の五街道の渡船・川場

As the post stations (shukueki) along the Five Highways (Gokaidō) have been falling into prolonged financial distress, and in recent years prices have risen considerably, making it difficult to sustain operations in the current manner — given these circumstances, various administrative reforms (shihō kaishō) have now been implemented. Although successive supplementary increases to the horse-and-porter fees (jinba chinsen) at these post stations had already been ordered on a step-by-step basis, in addition to those increases, from the 11th month of the current Year of the Rabbit (卯年, 1867), the base fees shall be further increased by 65% (six-fold and five-tenths increase); and furthermore, the ferry fares at Imagiri and Atsuta along the Tōkaidō shall be increased by 35% (three-fold and five-tenths increase); and for the remaining ferry crossings and river stations (kawaba) along the Five Highways...
