天保年間に、関八州において上酒の試験醸造を許可した株（醸造権）を、関内および遠国等へ貸し渡しておいたところ、近年引き続き試造が行われ、関内については御府内（江戸）に近い場所にもあることから、特に減産が命じられているにもかかわらず、隠れて醸造したり、規定量を超えて醸造したりする者が少なくない。これは、醸造高が小石数（少量）であるにもかかわらず、稼ぎ人（従事者）が多いがゆえに、特に違反が及んでいると聞いている。
よって、関内への貸株については、追って命じられる事項もあるはずなので、それまでの間は休株とすべきである。その他の分については、当卯年の酒造については諸国ともに三分の一減とすることが命じられたので、締め（以下次丁へ続く）

During the Tenpō era, licenses (株, kabu) for the trial brewing of premium sake (jōshu) in the Kantō Eight Provinces (Kan-hasshū) were granted on loan to brewers within the Kantō region (kannai) as well as to those in distant provinces. However, in recent years such trial brewing has continued, and since locations within the Kantō region include places in close proximity to the shogunal capital (gofu-nai, i.e., Edo), a special order to reduce production has been issued. Nevertheless, there are no small number of individuals who have been conducting clandestine brewing or brewing in excess of permitted quantities. It is understood that violations have been especially prevalent because, despite the allocated brewing volume being small (measured in koku), the number of workers engaged in the trade is large.
Therefore, regarding the loaned licenses (kashikabu) within the Kantō region, as there will likely be further directives issued in due course, brewing operations are to be suspended (kyūkabu) in the meantime. As for all other cases, it has been ordered that sake brewing for the current Year of the Rabbit (u no toshi) shall be reduced by one-third across all provinces, and accordingly strict enforcement… [continues on next folio]
