The standard fare (moto-chinsen) shall be increased by sixty-five percent (six-tenths and five-hundredths), and for river-crossing services (kawaba), an increase of twenty percent (two-tenths) shall be applied. These are hereby designated as the officially fixed fares (osadame-chinsen) for the time being. As [the relevant parties] have been duly notified to accept these rates accordingly, please take note of this.
The foregoing shall be duly circulated to all relevant parties.

Regarding the fees for post-horses and porters (jinba-chinson) on the provincial roads (waki-ōkan) throughout the country — although there are post villages (shuku-mura) that have already been granted surcharge increases up to this point — regardless of such prior arrangements, from the coming first month [of the new year], uniformly, the post-horse and porter fees shall be increased by sixty-five percent above the standard fare, and for river-crossing services (kawaba), an increase of twenty percent shall apply.
