もっとも、京都の御役所（京家）の向き、かつ前々より人馬を下され来り候分、並びに証文を相添え差し立て候状箱、あるいは御用物、または諸向きより差し立て候御用状等は、これまでの通り無賃にて継ぎ立て申すべき事。
一、御用旅行の面々の木銭・米代、または安旅籠払い等は相止め、当分の内は上下の区別なく、一人一泊につき銭七百文、一昼（間）につき三百文ずつ払う筈に候。もっとも、手軽に取り繕い申すべき事。

However, matters pertaining to the Kyoto office (Kyō-ya) and those for whom post-horses and porters have previously been provided as a customary arrangement, as well as document boxes (jōbako) dispatched with accompanying written certificates, official goods (goyō-mono), and official correspondence (goyō-jō) dispatched from various offices — all such shall continue to be relayed (tsugitate) free of charge, as has been the practice heretofore.
Item: The practice of charging lodging fees (mokosen), meal costs (kome-dai), or reduced inn rates (yasu-hatagopai) for persons traveling on official business shall henceforth be abolished. For the time being, regardless of rank (upper or lower), a standard rate of 700 mon per person per night and 300 mon per daytime stay shall be paid. Furthermore, accommodations shall be arranged in a simple and unpretentious manner.
