現代語訳
【左丁】
客歳（昨年）の島違い（凶作）の折、町方の難渋な者どもへ（米などを）持ち廻って取り扱いをされた趣、一段のことに候。役所において賞美を申し渡すべきところ、時節柄のことにつき、格別のご容赦をもって呼び出しには及ばず候間、町会所において漏れなく申し聞かすべく候。
十二月二十五日
奥御五側にて御奉行御番所様、御供（おとも）被せ仰せ渡され候者、松井周縁のこと。同様に在中も同断、役場において申し渡し候様、仰せ渡され候。
（これを）お帰りになり、同役方へ写し置き、喜七に申し遣わし候。別段（に）手紙を相添え申し候。
この時節柄のことにつき、明（あす）二十八日夜、それぞれの着会（ちゃくかい）を取り、呼び出し申し渡す方がよろしかろうかのことにつき、いかにいたし候哉、回合（かいごう）申し候。
英語訳
【Left folio】
During last year's crop failure (island-wide poor harvest), the manner in which [the aforementioned persons] went about distributing [goods] to the townspeople in hardship was truly admirable. While it would be proper to formally commend them at the office, given the nature of the times, they shall be spared the formality of being summoned; instead, the matter shall be communicated to all without exception at the town assembly hall (machi-kaisho).
25th day of the 12th month
At the inner御五側 (Go-gawa-gawa), it was conveyed by the Honorable Magistrate's office that Matsui Shūen and others shall accompany [the officials]. Likewise, the same instructions are to be conveyed in the rural areas (zaichū) at the local administrative office (yakuba).
Upon returning, [the instructions] were copied and left for fellow officials, and word was sent to Kishichi. A separate letter was also attached and sent.
Given the nature of this time, regarding whether it would be appropriate to call a gathering of the respective [parties] on the evening of the 28th of tomorrow and convey the instructions [in person], a circular inquiry (kaigō) has been made as to how this should be handled.
