一、西海岸の開港場所のことは、新潟と御趣定（おむねさだめ）相成り、貿易のため外国人が居留いたす筈に候間、諸事、神奈川・長崎・箱館の振合をもって、諸国の産物を手広に運搬し、勝手に売買を遂げることができ候。もっとも、来る十二月七日より開港相成るべきところ、御都合もこれあり候につき、各国公使等へも諸判（しょはん）の上、来る辰三月九日まで延期相成り候間、その旨、心得られるべく候。

Item: Regarding the location of the port opening on the western coast — it has been determined that Niigata shall serve as the designated port, where foreign nationals shall reside for the purposes of trade. In all matters, following the precedent established at Kanagawa, Nagasaki, and Hakodate, goods and products from various provinces may be transported broadly and sold freely. However, as there are certain circumstances requiring consideration, and following consultations with the envoys (ministers) of the respective foreign nations, the opening of the port, which was scheduled for the 7th day of the coming 12th month, has been postponed until the 9th day of the 3rd month of the coming Year of the Dragon (Tatsu). This matter should be duly noted and understood.
