此度兵庫御開相成候に付
而は外国人共京地を距
る事拾里之地方を除其

可致に付若外国人え関
掠致し候引合候者有之
節は兵庫奉行え差

兼旨相心得不都合無之様

現代語訳

【右丁】

このたび兵庫が開港されることになったことにより、外国人たちは京都を中心とする十里以内の地域を除き、その他の兵庫より十里以内においては徒歩（自由）に往来してよいこととなった。もし外国人に対して関わりのある（係争・紛議などの）引き合いを生じた者があった場合には、兵庫奉行へ差し出し呼び出しの上、事情を尋ねる（取り調べる）ことがあるべきにつき、そのことをかねてより心得ておき、不都合のないようにすべきである。

右の通り、兵庫宿（兵庫の宿場・地域）寄りの御料・私領・寺社領、共に漏れなき様、相触れられるべく候。

Now that Hyogo (Kobe) is to be opened [to foreign trade and residence], foreign nationals shall be permitted to travel on foot within an area of ten ri (approx. 40 km) from Hyogo, excluding the region within ten ri of Kyoto. Should there be any persons who become involved in disputes or matters of contention with foreign nationals, they shall be summoned before the Hyogo Magistrate (Hyogo Bugyō) and questioned accordingly. It is therefore to be understood in advance that all parties must conduct themselves without impropriety or disorder.

The above notice is to be conveyed, without exception, to all lands under direct shogunal domain, private domain, and shrine and temple holdings in the vicinity of Hyogo.
