【右丁】
このたび兵庫御開港につきましては、交易（貿易）の規模が盛大になるよう、商社（商業組合・取引組合）が設立されたところではあるが、商社以外では直接取引ができないものと思い違いをしている者もあるやに聞き及ぶ。右（そのような考え）はもっともな誤解ではあるものの、（実際には）商売を行いたい者であれば誰でも、神奈川・長崎・箱館と同様に、自由に取引を行って差し支えない。
右の趣旨について、御料（幕府直轄領）においては御代官および御預所より、私領（大名領・旗本領）においては領主・地頭より、漏れなく相触れるよう（お達しがあった）。

【Right folio】
Regarding the opening of Hyogo port, a trading company (shōsha) has been established with the aim of expanding the scale of commerce and trade. However, it appears that some people have come to mistakenly believe that direct transactions outside of this trading company are not permitted. While such a misunderstanding is understandable, it is nonetheless an error: anyone who wishes to engage in trade is free to conduct transactions at their own discretion, just as is the case in Kanagawa, Nagasaki, and Hakodate.
Concerning the foregoing: in the case of lands under direct shogunal administration (goryō), the above is to be duly communicated without exception by the daikan (local magistrates) and the azukarisho (administrative deputies); in the case of private domains (shiryō), it is to be communicated by the domain lords and their local administrators (jitō).
The above is to be duly circulated and announced accordingly.
