右の通り、公儀よりお書付が出されましたので、町中へ触れ知らせるべきものとします。以上。
正月
市中・在方の取り締まりのため、当分の内、御府内へ出る所（場所）に関門をお取り建てになりました。諸士（武士）の分は、その主人または重役より、何方（いずれの方面）へ家来を何人差し遣わす旨の断り書（届出書）を、百姓・町人は所（居所）の役人の添書を持参しない場合は、出入りともに一切通行を差し留めます。前記の添書は関門にて改め（確認し）、疑わしい子細（事情）が……（次頁へ続く）

As the foregoing notice has been issued by the shogunal authorities (kōgi), it is to be communicated throughout the town. That is all.
First Month (January)
In order to maintain order in the town and surrounding areas (ichi-zai), checkpoints (kanmon) are to be established for the time being at locations leading into the city (go-fu-nai). For those of samurai status (shoshi), a written declaration (kotowari-sho) from their master or senior officer stating to which destination and how many retainers are being dispatched must be presented; for farmers and townspeople (hyakushō chōnin), a letter of endorsement (soesho) from the officials of their place of residence must be carried. Anyone without such documents shall be barred from passage entirely, whether entering or exiting.
