無之候得は猶同所切手相渡候間
関門相越候而右切手所持不致
旅人は御府内は勿論道中
筋并在々に而も決而旅宿

【左丁】
（疑わしい事情が）なければ、その場で通行手形（切手）を渡しますので、関門を越えた後、その切手を所持していない旅人は、御府内はもちろん、道中筋および在々（各地の村々）においても、決して旅宿に泊まらせてはなりません。また、右の改め（検問）を受けずに強引に通行しようとする者、あるいは（偽造・無効の）切手を所持しない旅人は、容赦なく召し捕り、もし抵抗した場合は切り捨てるものとします。もっとも、現在すでに出府（江戸へ向かう）の途中であり、関門通行の手続きをよく知らない者については、関門においてよく事情を糺（ただ）し、特に別段の不審がなければ通行させる取り扱いとします。
右の趣旨は、御料・私領・寺社領を問わず、

…should there be no suspicious circumstances, a travel pass (kitte) will be issued on the spot at the checkpoint. Any traveler found beyond the checkpoint without such a pass shall not be permitted to lodge at any inn, not only within the city (go-fu-nai) but also along the highways and in all rural villages (zaizai). Furthermore, anyone who attempts to force their way through without submitting to the inspection, or any traveler found without a valid travel pass, shall be arrested without mercy; and should they resist, they are to be cut down on the spot. However, those who are already en route to the city (shutsufū) at this time and are unfamiliar with the checkpoint procedures shall be thoroughly questioned at the checkpoint, and if no particular grounds for suspicion are found, they shall be permitted to pass.
