高松殿、京都より御脱走にて、人数を召し連れ東国へ御下向の趣、右は決して勤皇の精神をもって御差し向かいになられた義にては無之、全く無数の肝っ玉の据わった徒輩が、幼稚なる公達（きんだち）を欺き、大勢を引き出し奉り候義と察せられ候。右、無頼の者共、当総督様の先鋒と偽り、その他、めゆ様（目ゆ様／諸所）において狼藉これ有るべく、（その害）計り難く候につき、諸藩いずれもこの旨篤（とく）と相心得、右等の徒に欺かれ申さぬよう仕るべく候。もっとも、

(Continued from the previous folio) On this occasion, owing to the solemn memorial service [a general amnesty] has been granted; accordingly, the said goods have been confiscated and [the individual] has been given a formal reprimand, and the matter is hereby concluded.

Regarding Lord Takamatsu: it is reported that he has fled Kyoto, leading a body of men and proceeding eastward toward the eastern provinces. This matter is by no means to be understood as a loyalist deployment made with proper dedication and purpose. It is surmised, rather, that a band of reckless and innumerable ruffians have deceived innocent young nobles [kōdachi] and drawn out a great number [of followers] under false pretenses. These lawless individuals are impersonating the vanguard of His Excellency the Sōtoku [the imperial/shogunal military commander-general], and it is feared that outrages and disturbances may occur in various places, the extent of which is difficult to predict.
