右の公達（きんだち）においては、卒（にわか）に危害を加えられることのないよう取り計らうべきであるが、随行の人数については、それぞれ取り押さえておき、総督が御下旬（げじゅん＝月の下旬、または御下向）の上、御処置を御伺い申し上げるよう仕るべき旨、御沙汰これ有り候事。
附り：先達（せんだっ）て、綾小路殿の御手に属しておられた人数は、綾小路殿が御京帰りになられた後、右の者共が無頼の徒と示し合わせ、官軍の名を偽り、郷（各地）・御年寄（おとしより）様方へ御関所明け旧（ふる）き制を以て農商を却し（制し）、追々（おいおい）東下（とうか）致し候趣に相聞こえ候。右等も高松殿の人数同様の義に候間、それぞれ取り押さえ置き申すべき旨、仰せ出だされ候事。

As for the aforementioned young nobles [kōdachi], measures are to be taken to ensure that no harm whatsoever comes to them suddenly; however, with regard to the men accompanying them, each and every one is to be apprehended and detained, and upon the Sōtoku's arrival [or: toward the end of the month], instructions regarding their disposition are to be sought. Such is the directive that has been issued.
Addendum: Regarding the men who were formerly under the command of Lord Ayakōji — after Lord Ayakōji returned to Kyoto, it has come to be heard that said individuals conspired with lawless elements, falsely assumed the name of the Imperial Army [Kangun], and, invoking an old provision [or: presenting old documents] relating to the clearing of barriers/checkpoints [sekisho-ake] to officials [village elders/year magistrates] in various localities, have been suppressing and driving out farmers and merchants, and have been making their way eastward one after another. Since such persons are to be treated in the same manner as the men of Lord Takamatsu, it has been ordered that each and every one of them is likewise to be apprehended and detained.
