今般、朝政御一新につきては、万民御撫育の義は専務のところ、小百姓（一般民衆）にとって、御国内御多事の折柄につき、自然と安民の道がなおざりになる際に乗じ、追々終（つい）に安々と四方に跋扈し、名を勤王に仮りて良民を囲い込み、合穀（ごうこく）を貪り、忍びに民力を駆り立て疲弊させる等、甚だもって御撫育の御趣意に背く所業も、苦情（申し出）があれば、すべて朝政に関わることゆえ、聊かも憚ることなく申し出るべく候。もっとも領主・地頭等においても、厚き御趣意をもって、間（あいだ）より訴え出候節は、速やかに太政官へ致すべく候。なお又、差し掛かりに件々、左の通り。

Regarding the present renewal of imperial governance [朝政御一新], the primary duty is the benevolent care and nurturing of all the people. However, taking advantage of the times when, amid the many affairs within the domain, the path of ensuring the people's peace and security naturally tends to be neglected, there are those who gradually spread across the land, exploiting the situation freely, falsely invoking the name of loyalty to the Emperor [勤王] to ensnare good and honest people, greedily hoarding grain, and covertly exhausting and ruining the people's strength and resources. Such acts are exceedingly contrary to the intent and spirit of benevolent governance. Should there be any grievances [regarding such matters], as these all touch upon imperial governance, they are to be reported without the slightest hesitation. Furthermore, even in cases where [complaints] are brought from within [the jurisdiction of] domain lords and local magistrates, with due regard to the spirit of [this decree], when such reports are submitted, they shall promptly be forwarded to the Grand Council of State [太政官].
