現代語訳
【左丁】
仰せ出され候間、領主・地頭より厚く相諭し候様、致すべく候。
但し、従前々より（の）弊習を追って言路（げんろ）芸散（いさん）の事も計り難く候間、民間の者より直々に太政官へ訴え出候は、右（の）官の次第に任すべき事。
一、五畿七道諸宿駅の義、これまでとても印鑑無き者は継立て申すまじき筈のところ、近来、宮家・上家来などと（称し）、旧印鑑引き合い無きのみならず、無賃銭にて人馬継ぎの強談（ごうだん）仕り候者これ有りの趣、もってのほかの事に候間、以来、印鑑引き合い無く、かつ無賃銭・後払い等にては、決して継立て申すまじき事。

As this has been proclaimed [by imperial authority], domain lords and local magistrates are to thoroughly instruct and admonish [the people] accordingly.
However, since it is difficult to predict the extent to which longstanding bad customs and habits will gradually be dispelled and free channels of communication opened, when commoners and ordinary people wish to submit complaints directly to the Grand Council of State [太政官], such matters shall be left to the discretion of that office.
Item: Regarding the post stations along the Gokishichidō [the Five Home Provinces and Seven Circuits], it has always been the rule that those without a proper seal certificate [印鑑] should not be provided with post-horse relay services. However, in recent times, there have been those who, claiming to be retainers of imperial or noble households, yet without any verifiable seal certificate, have gone so far as to coercively demand the relay of people and horses without payment. This is an utterly outrageous matter. Henceforth, for those without verifiable seal certificates, and for those requesting services without payment or with deferred payment, relay services shall absolutely not be provided.
