Official written notice handed down on the 17th day of the 4th month of the Year of the Dragon [Keiō 2, 1866], the contents of which are as follows:

Now that such sacred undertakings [i.e., the Imperial Restoration of governance] are flourishing and progressing, and as acts of benevolent compassion are extended so that all people under heaven may each find their proper place, with the intent of sweeping away [the old order] and providing for the ease and comfort of the people even for a single day — in accordance with this spirit of complete renewal, [over the course of] five years and seven ■ [months/years]...
