その他、諸街道筋を通行する際、これまでの幕府役人などのごとき悪業（あくぎょう）があってはならないことは言うまでもないところ、来（きた）る宮・堂上方（どうじょうがた）・諸侯、および小吏・陪臣（ばいしん）等が通行いたす節、疎謀（そぼう）なる者どもが下部（しもべ）に至るまで、万一、職権にふさわしくない振る舞い、あるいは恐喝（きょうかつ）等を人に対して行い、総じて不法の振る舞いがあった場合には、早速その節に裁判所、またはその向々（むきむき）の役所へ訴え出るべきものである。

Furthermore, regarding passage along various roads and highways: it goes without saying that misconduct of the sort previously perpetrated by bakufu officials and their like must on no account occur. Should those of reckless or negligent intent — down to the very lowest servants accompanying the forthcoming processions of Imperial Court nobles, daimyō lords, minor officials, and retainers — commit any act unbefitting their official authority, engage in extortion or intimidation toward persons along the way, or in general conduct themselves unlawfully, such matters are to be reported immediately to the local tribunal (saibansho) or the relevant government office (yakusho) of the appropriate jurisdiction.
