Regarding the above-named persons: having been found to be involved in improper conduct and subjected to inquiry, they are charged with having arranged, on repeated occasions, for disreputable women to be concealed and dealt with [in illicit circumstances]. This being a serious breach of conduct, a strict punishment would ordinarily be in order; however, by special act of benevolence, they are hereby sentenced to penitential confinement (kaitai-rō). They shall henceforth conduct themselves with strict restraint.
