乍恐以書付奉願上候事
当村伐子弐拾壱人之者先年中御薪前借仕
御上納可仕候処近年違作打続難渋ニ付今以
御上納致サス奉恐入候此度御沙汰ニ付格別之
以思召五ヶ年賦被成下難有仕合奉存候右之者共
前借金子〆三拾五両弐朱銀弐匁三分三り当午年より
壱ケ年ニ付金七両銀壱匁九分六り六毛ツヽ年々
十一月中急度御上納可仕候幷村役人引請仕候処

同じ信濃国伊那郡内で「□島村」で検索すると「松島村」1949石がヒットし、虫クイ残り篇部分が「木」に見えるから、「松島」と判断出来ると思います。
現代語訳
【右丁】
恐れながら書付をもって願い上げ申し上げます
当村の伐子二十一人の者が、先年中に御薪の前借りをいたし、
御上納すべきところ、近年凶作が打ち続き難渋につき、今以て
御上納いたさず恐れ入り奉ります。この度の御沙汰により格別の
お思し召しをもって五ヶ年賦にしていただき、ありがたい仕合わせと存じます。右の者ども
前借金子〆三十五両二朱銀二匁三分三厘、当午年より
一ヶ年につき金七両銀一匁九分六厘六毛ずつ年々
十一月中必ず御上納いたします。並びに村役人が引請いたしましたところ

We humbly submit this written petition
The twenty-one woodcutters of our village took advance payments for firewood in previous years,
and though they should have made full payment to the government, due to consecutive crop failures in recent years causing hardship, they have
not yet made payment, for which we deeply apologize. Thanks to this recent official directive and your special
consideration in allowing a five-year installment plan, we are most grateful. For these aforementioned people,
the total advance payment is 35 ryō 2 shu and 2 monme 3 bu 3 rin in silver. Starting from this current Horse year,
7 ryō and 1 monme 9 bu 6 rin 6 mō in silver per year, every year
we will certainly make payment by the 11th month. The village officials have also guaranteed this, whereupon
