昆布は六月の土用から八月十五日まで採れる。
『続日本紀』に曰く、霊亀元年（715年）十月十五日、陸奥国の蝦夷、第三等の邑良志別君（むらしわけのきみ）宇蘇弥菜（うそみな）らが申し上げるには、「親族が死亡し、孫子数人が常に狄徒（てきと）に抄略（しょうりゃく）される恐れがある。どうか香阿村（こうあむら）に郡家（ぐんけ）を建設し、編戸の民（正式な戸籍に登録された民）として永く安堵（安心して暮らせるよう）していただきたい」と。また、蝦夷の須賀君（すがのきみ）古麻比留（こまひる）らが申し上げるには、「先祖以来、昆布を貢献（貢ぎ物として献上）し、常にこの地で暮らし、年ごとに欠かさず（納めて）きた。しかし今、国府の郭（くるわ）からこの地までの道が遠く、往還に何旬（じゅん）もかかり、大変な辛苦がある。どうか閇村（へいそん）に部家（べけ）を建設し、百姓と同様に親族を率いて、永く貢物を欠かさず（納められるよう）にしていただきたい」と。いずれも許可された。

Kelp can be harvested from the *doyo* period of the sixth month (midsummer) until the fifteenth day of the eighth month.
The *Shoku Nihongi* (Chronicles of Japan, Continued) states: On the fifteenth day of the tenth month of the first year of Reiki (715 CE), the Emishi chieftains of Mutsu Province, of the third rank, Urashiwake no Kimi Usomina and others, submitted a petition saying: "Our kin have died, and several of our descendants constantly fear being raided and plundered by hostile peoples. We request that a district office (*gunke*) be established at Kōa Village, so that we may be registered as regular subjects (*henkomin*) and be granted lasting security." Furthermore, the Emishi chieftain Suga no Kimi Komahiru and others submitted: "Since the time of our ancestors, we have continuously offered kelp as tribute, and have sustained ourselves in this land without annual interruption. However, the road between the provincial headquarters and this place is very long, and traveling back and forth takes many weeks and causes great hardship. We request that a settlement office (*beke*) be established at Hei Village, so that, like ordinary subjects, we may lead our kinsmen and offer tribute without interruption." Both requests were granted.
