When Miyazawa Shinsuke came forward, the overall town district representative (sōmachi chōdai) had not yet taken his seat. The matter was reported at the Masukata location, at a seat above that of the district representative and Matsuzaki Jinzō. Lord Kawachi acknowledged this and took note of it.
