Previously regarding pawnshop licenses
[they] paid an operational tax of three ryō gold,
but gradually for various reasons [this was] reduced,
and currently [they] submit operational tax of [unclear amount]
and regarding pawn interest rates
[they] handle [transactions] at two and a half percent,
[which is] inappropriate,
therefore after examination this time,
interest profit is set at two percent, and according to this rate
[they] shall handle [transactions] henceforth.
If there are any irregularities
